Pelham has only made 10 appearances in the major leagues, logging 7.2 innings with a 7.04 ERA in 2018 with the Texas Rangers.
Last season, between Double-A and Triple-A affiliates of the Chicago Cubs, the 28-year-old recorded a 4.35 ERA, 1.38 WHIP, with 41 strikeouts over 41.1 innings and 29 relief appearances.
Pelham is a former 33rd-round pick by the Rangers in the 2015 MLB Draft.
For his minor-league career, he holds a lackluster 5.31 ERA, 1.65 WHIP, and 280 strikeouts over 239 innings and 187 appearances.
He provides some extra organizational pitching depth for the Padres.
